PS Kibicho Claims Governor Waiguru To Blame for Heckling of Karua in Kirinyaga

The names of Kirinyaga politicians who allegedly orchestrated the heckling of Martha Karua during her homecoming rally, a day after she was chosen as Raila Odinga’s running mate during the August 9 polls, have been revealed by Ministry of Interior Principal Secretary Karanja Kibicho.

The Tuesday incident was blamed on Governor Anne Waiguru and the majority leader of the Kirinyaga county assembly Kamau Murango.

Kibicho claimed it was not only immoral but also disrespectful to Karua’s reputation as a DP in waiting.

Karua’s nomination as Azimio’s presidential running mate, according to Kibicho, is an honor not just for the people of Kirinyaga but also for the entire country, especially for women.

“We cannot have a Kirinyaga where there is no law and order. Organize your meeting and sell your agenda, if the people like it, they will vote for you,” said the PS.

“There is no need to organize hooligans to boo leaders, and it’s Waiguru and Murango who have been doing it.”

He encouraged authorities to cease taking advantage of the youth by paying them to shout and create disturbance at political rallies, like on Tuesday where they abused Karua and her entourage.

Kibicho also urged citizens to think about the numerous development projects that the Raila/Karua-led administration will implement in the area, emphasizing the importance of voting for the political formation on August 9.

According to him, the presidential election will be between Azimio’s Karua and UDA’s Rigathi Gachagua.

Kibicho also instructed government officials to collaborate with other security authorities to end heckling.

He claimed that intelligence officers had linked recent attempts to disrupt rallies in Kirinyaga County to hired goons.

“Kirinyaga is a peaceful county and our people are civilized and hospitable. We cannot allow a handful of hooligans to cause chaos here and taint the good reputation of our county,” he said.

But according to lawyers Ahmednasir Abdullahi and Miguna Miguna, Kibicho does not have the authority to order a crackdown on hooligans.

Ahmednasir aka the Grand Mullah said Kibicho has no legal mandate to direct the office of the Inspector general of police since it is an independent body.

“In-Law, Kibicho has no power to direct the Inspector General or any police officer…in fact, Kibicho is Kenya’s Inspector General!” Ahmednasir tweeted.

Miguna, on the other hand, argued heckling is a political right to which every Kenyan is entitled.

“Heckling is Free and Protected Speech. Constitutionally protected. We applaud Kenyans who have been robustly exercising their rights to free speech in Mount Kenya and other parts of the country. Don’t stop. Don’t fear. Don’t be intimidated. Continue until August 9th,” Miguna argued.
