Airport Ward Rep Ibrahim Oyugi Charged for Irregularly Employing Wife

A member of the Mombasa County Assembly has been charged with abuse of authority for hiring his wife as a ward manager without the knowledge of the Assembly Service Board.

Ibrahim Omondi Oyugi and his wife Josephine Anne Waburaka were also charged with obtaining public property by deception.

On Tuesday, the two denied the charges before Chief Magistrate Martha Mutuku.

They were released on a Sh300,000 bond with an alternative cash bail of Sh200,000, ruled the magistrate. They were, however, remanded after failing to raise the bond.

Bennette Nzamba, their lawyer, sought for a review of their bail terms the day before yesterday. According to Nzamba, the couple has a three-month-old child who needs their attention.

She claimed Oyugi was not a flight risk and would appear in court with his wife whenever necessary.

As a result, the bond was decreased from Sh300,000 to Sh100,000, while the cash bail was reduced from Sh200,000 to Sh50,000 by Chief Magistrate Josphat Kalo.

Oyugi is accused of failing to disclose his private interest in the employment of his wife Waburaka as the ward manager to the County Assembly Service Board on December 5, 2018, while serving as a Member of the County Assembly for Airport Ward in Mombasa County.

Oyugi is charged with a second count of improperly conferring a benefit on Waburaka by engaging her as ward manager.

Waburaka is accused of fraudulently acquiring public property worth Sh585,897 on various occasions between July 1, 2019 and June 30, 2021.

On February 25, 2022, the matter will go to pre-trial.
