Ruto to Chair COG Summit to End Revenue Allocation Stalemate

President William Ruto is expected to lead a Council of Governors (CoG) summit to break the deadlock over revenue allocation.

The two-day summit is the result of valiant attempts by Deputy President Rigathi Gachagua to break the impasse, but they were unsuccessful.

The summit will take place from February 10 to 11 in Naivasha.

Governors are asking for Sh425 billion, but according to the national government, only Sh380 billion was available as per the budget policy statement.

The sum represents 14.8% of the estimated Sh2.9 trillion in overall revenue collection.

According to the Commission on Revenue Allocation, it is prepared to raise the amount to Sh407 billion.

Gachagua presided over an Intergovernmental Budget and Economic Council meeting with COG on Wednesday of last week to discuss the issue, but no agreement could be reached.

At the conclusion of a four-day post-election seminar for senators in Mombasa, the deputy president stated that the government was not prepared to enhance the allotment.

“The issue we had with the council of governors is a simple matter, they are asking for Sh425 billion. CRA is saying in our scheme of mathematics you can give Sh407 billion. The national government is saying Sh425 billion is good, we can give it to you but we don’t have it, Sh407 billion is even better, but we don’t have it, we only have Sh380 billion,” Gachagua said.

“What we don’t want to do is to cheat governors that we will give them money that we don’t have. They were promised Sh50 billion, but it never came.”
